Call For Conference For The "Administration, Public Policies And Local Authorities" Theme Of The 10th Libre Software Meeting (Nantes, France, July 2009)

The Libre Software Meeting is a yearly event occuring in July in France since year 2000. The 2009 edition will take place in Nantes, 7-11th July

Call For Conference

Administrations and local authorities are using digital tools to manage their information systems and workflows : backup, archiving, publishing, administrative documents, GIS, local data, etc.

  • The data have either a confidential, a public or an official character. This implies a demand for ethical and deontological processes.
  • "Digital" as in "digital process" or "digitizing" means "software", thus "Libre software".
  • Tools uses are backed by political, economical or technical concerns.
  • The chain "deontological choice — digital tool — data management and processing" fits the Libre software philosophy : "economical model of knowledge sharing — open code and cooperative development — interoperable formats — digital rights management".
  • Libre software is then a possible answer to the administrations and local authorities needs.

During the 10th edition of the Libre Software Meeting, we’ll focus on migration to Libre software. This means we want to give the opportunity to our visitors to share migration and innovation experiences through project management. The theme will thus encompass several ideas : "deontological choices — digital tools — data management and processing".

  • How to integrate Libre software in a political project : local development or local economical project ?
  • Administrative procedures digitizing : which free software ?
  • Libre software that can be used within an administration or a local authority and interoperability guarantee.
  • Relation management with the contractors.
  • Change management through training.
  • Data and tools lifespan : the question of the formats.
  • And, whenever possible, we’d like to broaden our view and question about digital tools uses in any circumstances, especially with regard to electronic vote.

To the speakers

Talks are planned to last 15 mns + 5 mns dialog with the audience. PDFs transcription files are not mandatory but are appreciated. All provided PDFs will be published on-line after the meeting and will be used as references by the community.

As our financial resources are limited, transportation will be funded only for those who won’t be refunded by their employer or organization. Note, though, that there are no registration fees and that low-cost accomodation is available on site.
